No, it does not include any soft armor. This is just the carrier.

Does Opticsplanet.com carry any ballistic panels that fit this vest without custom measuring.

Does this carrier accommodate hard plates in the cummerbund areas?

This carrier does not accept side or cummerbund plates on its own, but it does accommodate Blackhawk's Removable Side Plate Carrier as well as their Ballistic Collar, Yoke, Biceps, Groin and Drop Leg (all sold separately).

The manufacturer does not have a fit size listed, only that the waist and shoulders are adjustable.
