is this meant to drop the holster down?

Yes. The BlackHawk T-Series Jacket Slot Belt Loop Holster will fit any Blackhawk injection molded holster and will bring the holster to a low ride height.

Can this be used on a regular belt for EDC or is it only for duty belt applications?

The BlackHawk T-Series Jacket Slot Belt Loop Holster will accommodate belts with a width up to 2.25". You do not need to use a duty belt, but the belt you use should be relatively stiff, rigid, and strong, in order to support the extra weight it will have to carry.

It should, the pattern is correct and the spacer kits 411401 is used throughout their holster lines.

The T-Series™ Jacket Slot Belt Loop is designed to fit any Blackhawk duty injection molded holster with 10-32 screws.
