If gun is shooting 3” high and 2” to the left at 75 yards, do I turn the adjusters down 12 clicks and right 8 clicks?

The Sweet 22 is 1/4 MOA at 100 yards, so if you are at 75 yards that would be 3/16 MOA per click. I would start at 18 clicks down and 12 clicks right and see where are you and adjust from there.

Is this a First of Second Focal Plane reticle? The specs say it is first, but previous models that I have purchased are second.

Will this be suitable for a .22 Mag w/ picatinny rail?

The BSA Optics Sweet .22 3-9x40mm Rifle Scope will function as intended with a rifle chambered in .22 Magnum, however, you will need to purchase picatinny rings since the scope includes dovetail rings which would not work on a picatinny rail.

The BSA Optics Sweet .22 3-9x40mm Rifle Scope can be purchased with no additional accessories (MPN:S22-39X40SP) so that all you will need is 1" picatinny scope rings.

Yes, but it will be very high and ungainly mounted in that fashion, with the scope and bore axis very far apart - it would work better on a flat-top AR.
