does this come with all mounting hardware to a rail system or is it sold separately

The Bushnell AR Optics 1-4x24mm 30 mm Tube Second Focal Plane Rifle Scope does not include scope rings/mount, they will need to be purchased separately.

The reticle is listed as a .223 BDC, but if you practice with the unit it can be used for any caliber. Here is the dedicated .300 blackout option:
