Confused. Scabbard dimensions are given as 34"x10"x3"...but claims that it will hold a 60" weapon. How does that work?

The scabbard dimensions are of the scabbard on the pack, so if you are fitting a 60" firearm, the stock of that firearm would stick out the top of the pack. All of the Gunslinger II packs come with the GSTC Butt Cover as well which can be attached/detached from the pack and allows for a 60" firearm to be completely enclosed on the pack.

Does it have enough room for a kevelar helmet, rifle vest with sappy plates, and other space for paper work or smaller equipment in its main storage?

There is more than enough space for a helmet, vest and for additional equipment.
Of course, everything is within reasonable limits.

Will it care a compound bow

It depends on the bow you want to store, but it likely won't fit in the primary bag. The bag dimensions are 22"h x 10"w x 8"d, while the scabbard is 34"L x 10"W x 3"D. The scabbard also has a 26" circumference opening.

Is it water proof?

The entire pack is highly water resistant, but is not completely waterproof. So in rain it should be fine for awhile, but if left out in rain or submerged it will start so take water.
