What is so different about the SAR that makes this incompatible with the 7 and do you have plans to develop one for the 7/X95?

The grip guard on the SAR and the 7 are shaped slightly differently, preventing compatibility. It will be up to the manufacturer to decide if they want to produce a model for the 7.

Not sure what a TAR21 is. Is this compatible with the older Tavor SAR .300 BO model? Where can I find installation instructions?

The TAR21 is the standard Tavor bullpup rifle (as opposed to the newer X95 model). This should fit all standard Tavor models, including the .300BO. It will not fit the X95 versions. Installation instructions are included with the bipod.

No, it is meant for TAR 21 rifles and does not fit the X95.
