Will this fit an Angstadt Arms UDP9? The barrel is slightly tucked inside handguard.

The Fortis Manufacturing CONTROL Shield w/9mm Muzzle Brake should work fine with a with a Foxtrot Mike FMP9. You will need to select the model that matches your barrel threads.

Yes. The Kriss Vector uses 1/2x28 threads on the 9mm version which will be compatible with this Fortis Manufacturing CONTROL Shield w/9mm Muzzle Brake (MPN:BNDL-9MM-28).

Will this fit a Ruger PC Carbine with the floating handguard?

The diameter of the control shield is 1.49", so it will depend on the inside diameter of you handguard and whether you are trying to mount this inside the handguard.
