Does this product also fit standard m16a2 handguards through their vent holes as well?

Yes, the GG&G ETI UFIR Under Foregrip Rai is compatible with all AR15/M16 2-piece handguards with vent holes.

Does this product fit the upper handguard portion as well so it can act as a top rail?

Yes. GG&G ETI UFIR Under Foregrip Rail installs into the vent holes on a full length AR15 forend. So as long as your forend has vents along the top it will function as a top rail as well.
