Ghost Firearms does not provide the internal diameter of the M-LOK handguard used with their Elite Complete Upper Receiver. I'd recommend reaching out to them directly for more information.

Will This Fit A Multi Cal Windham AR ?

The Ghost Firearms Elite Complete Upper Receiver, 5.56x45 NATO will work with a Mil-Spec lower receiver. So it should work fine with a Windham Multi Cal AR15 Lower.
