The Marlin 1895 Dark (.45/70) has a threaded barrel (11/16"x24 tpi). Will this muzzle brake fit (and not blow up in my face)?

Yes it should fit and work as both rounds have similar caliber sizes.

Will this fit and safely fire a Marlin 45-70 Govt rifle with 11/16inx24 threads?

45-70 has a slightly larger bullet diameter than 450 Bushmaster. I'd recommend reaching out to the manufacturer directly to see if their muzzle brake is bored out enough to accommodate 45-70.
