What size rail do I need to attach to a M-Lock rail?

The HERA Arms CQR Front Grip GEN 2, CA-Version requires a minimum of 9-Slots of picatinny to mount but will cover up to 19-Slots in total length.

CA Compliant means that the HERA Arms CQR Front Grip GEN 2, CA-Version is compliant with California laws. The black piece in the HERA Arms CQR Front Grip GEN 2, CA-Version is not removable.

I live in Cali, but am moving to Arizona soon will I be able to take out the plate to make it a pistol grip without damaging the foregrip? thanks
