I have a 9mm barrel with a 1/2-28 thread. Will this compensator work with 9mm luger?

It will not as the bore diameter is much too narrow as this is meant for a .223/5.56 platform. You will need to find a muzzle device that has the appropriate bore diameter or that is listed specifically for a 9mm with 1/2x28 threading.

GEN 1 is no longer made, it was larger in circumference and had a different design.

Is their enough internal clearance to put this on a 9mm barrel with 1/2 x 28 threads?

HERA makes a separate part for the 9mm bullet. The HERA rifle line comps are not big enough for a 9mm bullet to pass through.

As long as its threaded for 1/2x28 it will work on any size barrel. Just as long as threads match.
