No it is not illegal to modify but it is STRONGLY RECOMMENDED to NOT modify our grips/stocks to fit your firearm. It is not necessary to pay for a tax stamp when installing, unless you fully intend to install this on a Mossberg 590 Shockwave or 990 Aftershock thus making it an SBS (short barreled shotgun) and changing it's classification.
