Yes, as long as it is not a "lite" or lightweight model, which have narrower receivers.

Will this fit on a mossberg 990?

Installing this item on a 990 may create an NFA item requiring a Federal Tax Stamp for a short barreled shotgun. We recommend consulting your states Department of Justice or BATFE for further clarification.

No it is not illegal to modify but it is STRONGLY RECOMMENDED to NOT modify our grips/stocks to fit your firearm. It is not necessary to pay for a tax stamp when installing, unless you fully intend to install this on a Mossberg 590 Shockwave or 990 Aftershock thus making it an SBS (short barreled shotgun) and changing it's classification.

Ok, so I bought this (combo) because several answers said it would fit the Maverick 88 20GA. the pump doesn't. Is there another part to make this fit?

Yes, the Hogue Tamer Shotgun Pistol grip fits 12 and 20 gauge models of the 590A1, Maverick 88, 510 Mini, and other Mossberg pump shotguns that are copies or variations of the 500.
