Holosun and OpticsPlanet says this is an absolute cowitness at 1.63". I received my order and it is 1.40". Can someone provide actual measurements?

After speaking with Holosun, they have advised that this product includes an absolute co-witness mount at 1.41 inches. If the customer would like the 1.63 inch lower 1/3 witness, an additional (not included) spacer would be required.

Yes. The Holosun He530c-gr Elite Tube Sight has an IPX8 waterproof rating with working temperature of -30℃ to 60℃.

Will the LaRue Tactical Aimpoint Mount Co Witness correctly with this sight?

From top of rail, to center of dot is 1.63" co-witness will depend on which Larue mount you have, and which co-witness you desire.
