The red dot will come with a low mount and a lower 1/3rd co-witness mount per Holosun.

How would this be mounted on a 10/22? Would low mount be best?

To mount this to a 10/22, you would need to have a picatinny scope base equipped to your rifle. If you do not already have one, I would recommend the Midwest Industries Ruger 10/22 Rail Scope Base (linked below). The optic includes 2 mounts, a low mount and lower 1/3 mount. You will want to use the low height mount for a proper sight picture and head position when using it with your 10/22.

Am i able to remove the mount it is on and put it on an offset? And is there an off position for it the optic so its not constantly on?

The Holosun HS403R 2 MOA Red Dot Sight uses the T1/T2 optic footprint and would be compatible with all T1/T2 mounts. It can be manually turned off.

Why do some pictures show a serial number on the side of the optic and then other pictures there isn’t one?

No, the standard HS403R found on this page is the most basic offering from Holosun and does not have the Shake Awake feature.
