Yes, you can mount it somewhere else within a van- it does not necessarily need to be the center console.

No, it will not, the interior dimensions are 7.5"H x 5.6"W x 1.7"D.

It would appear so, the owners manual mentions "Installing the Vehicle Safe to the Mounting System
Determine if the Vehicle Safe will be placed on the driver or passenger side of the vehicle."

Does this have holes in it for bolting down cause that cable is very easy to cut
