Does this mount come with mounting screws for the Scout Light?

No, you would instead use the mounting screws that come with your M300/M600 Scout light.

Is the Knight’s Armament M-lok light mount assembly compatible with a Streamlight ProTac Rail Mount HL-X weapon light

It is meant for surefire scout lights and any light share the same mounting footprint. Some of the streamlights will work but not most of them. I think the streamlight HL-X works with this.

Does the Light Flange clear the gas tube in an AK Application using An SLR ION Light AK Handguard w Full Length Gas tube..?

We cannot guarantee this exact set up would work. There is no specification on the angle of the mount and SLR does not list the exact schematics for their handguard. You would need to try it to see if it would fit properly.
