Yes, a bore laser/boresight will allow you to obtain a proper boresight for your optics.

How can I tell if I hit the target and where the round lands?

The target is reflective - you can see if you hit the target by looking at the target - you will see the red laser dot appear briefly.

As far as where the round lands, there are no projectiles involved - the laser cartridge emits a brief pulse of laser light. Assuming you are aiming at the target, when you pull the trigger and the firing pin activates the laser cartridge, you will see the red laser dot appear on the target, and then disappear.
