While this sight is not designed for the LCP II, will it fit? My LCP came equipped with a Hogue grip which does not seem to allow for a Laserguard?

No, this will only fit the LCP. The LCP2 has a different contour and will not fit.

where does the small red rubber washer fit in the laser sight? I was changing the battery and there it is....

Per Lasermax's FAQ: When changing the batteries, you may note that there is a red or white “O” ring in between the coils of the battery connection spring. This part helps secure the battery connection for your laser. If the “O” ring comes out, just place it back between the coils of the battery connection spring under the battery.

This product is not compatible with the LCP2, but Crimson Trace makes the LG-497 with a red laser, and LG497G with a green laser - both versions are available with and without holsters:
