The manufacturer does not state the torque specs for the mounting screws on the UTG Pro Ruger 10/22 Picatinny Rail Mount. I recommend contacting the manufacturer for that information.

The rail is listed as picatinny which much follow a mil-std to be considered picatinny. Leapers does not list "Mil-Std Picatinny 1913", but it is labeled as picatinny. There really is no way to incorporate iron sights except to try to see through the rail where it has been grooved to take away weight from the rail, but the groove is not very deep.
