Would these be sufficient to mount a Leupold 3x9x50 on a Ruger American 6.5 Creedmor?

Yes, The Leupold LRW 1in High Rings will accommodate a 50mm objective lens and fit to your Ruger American as long as your scope has a 1" maintube.

I have a mauser action that used leupold twist or dovetail scope mounts. What High mount rings should I use for the Burris Eliminator on this gun?

The Burris Eliminator Scopes have an integrated picatinny mount. Those scopes will not mount using rings. You will need a picatinny base on your specific rifle in order to use the integrated mount of that scope.

These Leupold LRW 1in High Rings will not fit a Weaver Base. These are designed to fit a picatinny base.
