The 30mm, medium height rings should be just fine as long as you are using a base or rail to mount too.

That will depend on the space between the rail and the barrel as well as the outside diameter of the objective lens of that scope. The medium height Leupold Mark 4 Mounting Rings should provide enough clearance though. The guide at the link below will help you determine the correct height rings you need for your set up.

Plan to use these on Leupold Mark 5HD 7-35x56 on 20 MOA picatiny rail. Will high rings be good?

This will depend on the height of your picatinny rail over your barrel. The Super High rings have a centerline height of 1.4" while the High height rings have a centerline height of 1.06". The High rings can work if your picatinny rail provides enough clearance over your barrel. For that scope and rifle I recommend using the medium or high Leupold Mark 4 Mounting Rings. Since the Bergara B14 HMR has a heavy profile barrel I would probably use the high Leupold Mark 4 Mounting Rings just to ensure I have enough clearance.
