The correct height rings to mount a 3-9x50mm scope on a Ruger No. 1 rifle using the Leupold Ruger Rifle Scope Mount Rings would depend on the diameter of your objective lens housing. Without that information I recommend using the high 30mm Leupold Ruger Rifle Scope Mount Rings in order to ensure enough clearance with your scope. These Leupold Ruger Rifle Scope Mount Rings are model 51039.

No these will not since they only cover 1" and 30mm tube.
