Will the Backpacker X 22 forend work with the Magpul X22 Hunter rear stock?

Will this forend work with a standard Ruger Charger pistol chassis?

No. This Magpul Industries Backpacker X-22 Forend is intended for use with additional barrels for rifles currently equipped with the X-22 Backpacker Stock (MAG808).

What minimum length barrel may be used with this forend?

The Magpul Industries Backpacker X-22 Forend is Compatible with factory and aftermarket barrels, up to 0.92" OD. So as long as the outer diameter doesn't exceed .92" barrel length will not matter. The handguard is 5.85" long so if you had a barrel that short or shorter you could possibly run into issues.
