No, these Magpul Industries Precision Rifle/Sniper stocks are for FN FAL rifles and for HK 91/G3 rifles.

Is this stock shorter than the factory g3 stock?

The Magpul Industries Precision Rifle/Sniper Stock is 9.4-10.6" long. While the original G3 butt stock comes in at 10.75". Extending the Magpul butt pad to its furthest position will allow for very similar dimensions to the original G3 stock.

It will as long as the PTR 91 is a direct clone of the H&K G3 rifles it is based off of.

Will this fit on an Aries II carbine rifle?

These stocks are for FN FAL rifles and for HK 91/G3 rifles. If your "Aries II Carbine rifle" is an AR platform rifle neither of these stocks will work.
