Yes this will replace the original stock on a Ruger Precision Rifle. I have a Ruger Precision Magnum in 300 PRC, I did originally change the carbine length buffer tube that is installed by Ruger on the factory rifle to a rifle length buffer tube. Unfortunately on the Ruger Precision Magnum the factory carbine length buffer tube is notched to allow the bolt to fully cycle (not sure if the RPR in 6.5 creedmoor is the same or not). The Magpul PRS Gen 3 can be installed on either a carbine or rifle length buffer tube so I just installed the factory buffer tube and everything worked. Long way of saying that this will work for your RPR no problem.

I have a Ruger Precision Rifle chambered in 6.5 Creedmoor. The rifle is in its factory configuration without modification other than the addition of the Vortex scope and rings purchased from Optics Planet

Just installed one on a RPR magnum rifle. No problem. Took longer to get the old stock off, piece of cake.
