The length will be 2.05". I'm not sure if they will work for that magnifier but the height from the top edge of the rail to the middle of the rear sight aperture is 1.481"

Will these absolute co-witness with a Vortex Viper PST II

That entirely depends on what mount you use for your PST Gen II. The Meprolight Flip-Up Front & Rear Tritium Sight Set are at an absolute co-witness height for the AR15 platform. So if you have a mount that brings your Viper to the 1.4" centerline, it will be an absolute co-witness.

Not with the Micro RDS. These are AR height sights and are meant to co-witness at approximately a 1.5 inch height.
