I’ve heard that MRAD reticles have sub tensions in radians while the elevation adjustment values on the turrets is MOA.... is this correct?

Generally that would not be the case. Meopta does not state that this is the case, so it is unlikely that the reticle includes both MILs and MOA on different axis.

The manufacturer specifically states the side focus is from 10 yards to infinity.

I recommend contacting the manufacturer in regards to what the product number of the Meopta Optika6 3-18x50mm Rifle Scope with the MRAD1 reticle is. The Meopta Optika6 3-18x50mm Rifle Scope MPN: 653574 on the product page is the same as the MRAD1 model from what information I have found.

According to the manufacturer: FFP models also feature a zero stop elevation turret that allows the shooter to have a definite return-to-zero point no matter what distance they have dialed in for.

What scope mount would work best with this scope on an AR?

Any scope mount that has a ring height of roughly 1.5" will be sufficient for proper sight picture.
