So we are supposed to guess the height? One would assume 1.5", but it is really easy to list it in the specs.

Width of rings: .85 in.
Distance between rings: 2.80 in.
Offset from base to the fi. ring: 1.40 in.
Distance - top of rail to center line of ring: 1.415 in.

The MI site lists the overall length (5.875 inches) but doesn’t provide the length of the base. What is the length of just the mounting base?

The length of the base only is not provided by the manufacturer. This mount has a 1.5" offset, therefore if the overall length is 5.875" then the base should be 4.375" roughly.

is the offset measured from the top of the receiver to the center line of the scope?

The offset is measure based on how far forward it moves the scope. It moves the rear of the back ring 1" forward of the base.
