1000 rounds of 9mm weigh in at about 31# when put in loose and fit nicely in my Planos. Will these boxes take the weight? (I know it’s says 17# max).

That ammo split between all 4 cans would be just fine and even split between 2 cans should be just fine. The individual can is designed to accommodate 15 pounds of ammo and is molded from high quality polymer.

When you fill all 4 cans in one rack, any caliber, can you actually pick it up and carry it to your vehicle?

The individual ammo can is designed to carry up to 15 pounds of ammo, so with all four cans loaded up you'd probably be looking at close to 60-70 pounds of weight.
