Is it possible to mount this on a Weaver rail, or is it completely incompatible for Weaver rails?

It is true picatinny spec and will not fit a weaver rail.

Why is it that when I put the battery in my new Nikon P-Tactical Superdot 2 MOA Red Dot Sight and turn it on I get a blurred STAR instead of dot??

There could be a variety of reasons this is happening, the brightness setting may be too high, if you have astigmatism it can appear as a star or a half moon, etc.
