The overall length of the this tube is 7.25 inches, giving a LOP of about 9.9 inches. Yes, this will will use the standard carbine length spring and buffers.

Does this include the tail hook mod1 brace?

The Phase 5 Weapon Systems Inc Hex-2 AR-15 Pistol Buffer Tube does not include the Tailhook Mod 1 Brace. It is specifically designed to fit the Tailhook Brace, however.

What exactly is the function of a buffer tube??

The buffer tube allows the bolt carrier group to proceed rearwards in order to pick up the next round. The pistol buffer tube, such as this one, removed the capability of adding a stock. This can be helpful with avoiding legal issues with determination of a pistol though other considerations would still apply.

Would this size work for a banshee 9mm pistol, or do i need the rifle length

The tube will fit the CMMG Banshee, but depending on your intent you may need a longer tube. If you wish to reach the 26" requirement, you may need a longer tube depending on barrel length and if your muzzle device is pinned and welded.
