can I use this to make a dedicated .22lr upper?

Yes, if you were to use the CMMG, Inc 22LR AR Conversion Kit, which includes a BCG designed for AR15 upper receivers as well as a compatible charging handle and magazine, you would be able to use this upper as a dedicated .22LR AR. The CMMG conversion kit can be found linked below:

The Range Tool AR15 Billet Upper Receiver weighs 6.9oz. It is made from 7075-T6 Aluminum and features Mil-spec .250" takedown pin holes.

No, it's a clear coat over the aluminum.
no 5 straight metal.

Will this work for 6.5 Grendel and does the strike industries ejection port cover SI-AR-UDC-E-FLAG-BK work with this reciever?
