How quiet it this jacket ? Is it a loud swishy / windy noise in motion or rubbing against anything ?

The Rothco Concealed Carry Soft Shell Jacket uses a Waterproof Polyester Outer Shell and Breathable Fleece Lined Interior. The shell will make some noise, but the fleece interior will be quiet.

i was going to get the rothco special ops softshell jacket, but i was wondering if this jacket is the same but with pockets for concealed carry?

The Rothco Concealed Carry Soft Shell Jacket is very similar to the Rothco Special Ops Tactical Soft Shell Jacket. Both have the same 3 layer construction, this model just has the concealed carry pocket.

No, while it might have been inspired by it, this is just their concealed carry variant of their standard soft-shell jacket.
