You could, but for hunting deer you would be better off with a soft point bullet.
No. Full metal jacket rounds (fmj) are meant for target only. There are a plethora of rounds to be used for hunting that can expand a transfer energy to the game animal. I mean, a well placed shot can always work but it's not worth injuring or not retrieving an animal.

I use 62gr fort Scott 5.56 for hunting.
you don't need an expanding bullet if your fmj consistently tumbles or is designed to tumble.
