No. Full metal jacket rounds (fmj) are meant for target only. There are a plethora of rounds to be used for hunting that can expand a transfer energy to the game animal. I mean, a well placed shot can always work but it's not worth injuring or not retrieving an animal.

you don't need an expanding bullet if your fmj consistently tumbles or is designed to tumble.
