Can this scope Handel the recoil of 338 Federal chambered rifle ?

No it can not, it can handle up to 308 calibers

Is there a specific external power supply that is recommended if I don't want to run double AAs? Or would a phone power bank work?

Has anyone found a good throw lever for the front focus ring? It is slightly hard to adjust, especially with the ir illuminator mounted up there.

Can this scope be used on a crossbow?

At this isn't air gun rated, we would similarly advise against using the scope on a crossbow.

Can you see the IR? Does it give away the shooters position?

The illuminator will give off a small red hue when in use as it is a 850 nM IR which means it is at the very top edge of the visible light spectrum.
