How do I mount this to an m-lock rail?

You would need to use an M-LOK to picatinny rail adapter. I would recommend the 5 or 7-slot TRYBE Defense Magnite M-LOK Picatinny Rail Sections, found by using the link below:

Will this work with a surefire rechargeable 18650 battery? Also spending $100+ instead of $500+ for a surefire, is this just as good only not perfect?

It will work with any high quality 18650 battery. This is one of the best options sub $200 and one of our most popular options as well.

Needs to be extended (button top), flats won't hit the battery contact.

Yes, the Streamlight ProTac Rail Mount HL-X Long Gun Light can be purchased with 2x CR123A batteries (MPN:88066) or with 1x rechargeable 18650 battery and charging cable (MPN:88071).

Will the pressure cap fit on streamlight protac HL-X hand held version and not rail mount Flashlight?

The pressure switch should work for the non rail mount model of the Streamlight HL-X.
