Low rings will likely work. I would recommend using the extended mounts since the scope runs short.
I would recommend a medium height ring just because of the large eye piece on the scope. If it's going on a long action Savage, use the extended option too.
The Talley Lightweight Alloy Scope Mounts at the link below will work for the Thompson Center Encore and are 30mm.

Because of the 40mm objective lens on both riflescopes mentioned, you will be able to use low height rings. Low height rings will allow for the lowest possible height while still being high enough to clear the objective lens over the barrel.

Generally speaking, a low ring will accommodate a 40mm objective lens. There are variables that may require taller rings; high bolt throw, heavy barrel, length of action, etc.
Yes. These Talley Riflescope Mounts will fit your Savage MKII in .22LR. The correct rings for you are MPN:930793 (1"/Low), MPN:940793 (1"/Medium), MPN:750793 (30mm/High), and MPN:740793 (30mm/Medium).
Yes. The Talley Riflescope Mounts will work with that setup. Ensure that you select a 30mm tube mount and you can utilize the low height rings. MPN:730734/MPN:S730734
These Talley Riflescope Mounts will not fit a Ruger M77. I would recommend the Leupold Ruger Rifle Scope Mount Rings found using the following link:

The Talley Riflescope Mounts that I would recommend for your setup is the High set rings designed to fit the Savage 93R17. Although, typically, with a 56mm objective lens we would recommend extra high rings. In this case, you may not have enough clearance for the objective lens. It may help to get a picatinny rail base and then use high rings to allow that little bit of extra clearance you would need.
