Does this work with the pc9 charger as well?

According to the manufacturer the TANDEMKROSS Straight Upriser Chassis For Ruger PC Carbine will work with a Ruger PC Charger. However, it will require a second takedown screw in order to be installed. The takedown knob listed below should work.

If you had a AR15 folding stock adapter, then the TANDEMKROSS Straight Upriser Chassis For Ruger PC Carbine could accept a folding stock.

The manufacturer doesn't specify the weight of the TANDEMKROSS Straight Upriser Chassis For Ruger PC Carbine. I recommend contacting the manufacturer for that information.

Is this a standard buffer tube installation requiring a castle nut and an end plate? The receiver looks proprietary does it just need a castle nut?

The TANDEMKROSS Straight Upriser Chassis will use standard AR15 buffers and castle nuts. It is not proprietary and can use basically anything Milspec.

No this is for the pistol caliber (PC) carbine. It will not fit a 10/22.

According to tandem cross yes but you have to use twister take down screw for front screw

No it will not. According to the manufacturer: Supported Models- This stock will accommodate 9mm and 40 caliber Ruger® PC Carbine®. Also compatible with Ruger® and Midwest Industries Forend.
