What is the length of the actual ramrod itself?

Thompson Center does not provide the actual overall length of their Rugged Rod Ramrod for Omega rifles. But it is designed for a 28" barrel so as long as you have a 28" barrel it will function as intended.

is this 31009144 28 in long and have the brass at both ends

That model is 28" long. It does not have brass at either end.

It will work with both the 45 and 50 caliber barrels.

Can this be modified to fit 45 cal SENECA ? Or hve u a ram rod I can make work ?

Either of the universal rods would work but this could as well just is not intended to be cut so doesn't come with a cap.

will this work on the Hawkencaplock, as a replacement?

Depends on the length of your Hawken barrel. Most of the Hawkens have a longer than 28" barrel so it would not work.
