What size rings do I need to mount this scope on a Winchester model 70 in .308?

To mount the Trijicon AccuPoint TR-22 2.5-10x56mm Rifle Scope on a Winchester Model 70 you will need 30mm rings that have a centerline scope height of at least 1.3". The exact height rings you need will also depend on the scope base you are using and the rifle barrel contour. However, the rings at the link below should work fine if you have a picatinny scope base for your rifle.

Does this come with throw lever? if not which one fits.? and scope coat cover?

The Trijicon AccuPoint TR-22 2.5-10x56mm Riflescope does not come with a through lever, but the Trijicon Repositionable Magnification Lever fits this scope. This scope does come with lens covers.
