Yes it is. It's the standard issue ACOG for the US Army. I used this exact model on my deployment to Afghanistan. Anything other than the description on the Trijicon website is the incorrect model: "TA31RCO-M150CP: Trijicon ACOG 4x32 BAC Rifle Combat Optic (RCO) Scope with Red Chevron Reticle for the US Army's M150 with Thumbscrew Mount"

The manufacturer's website give very specific details about all 47 models of the 4x32 ACOG. The M150 model you are referencing is indeed designed to be used with the M4. They both incorporate the USMC reticle. The only difference I can spot between the two models you are asking about is the inclusion of flip caps on the Army model. Trijicon also has a very useful compare model function on their site.
