Yes, the Trijicon Compact ACOG Quick Release Mount is compatible with 1.5x16S (M16 base), 1.5x24, 2x20, 3x24 and 3x30 ACOG models.

The Trijicon Compact ACOG Quick Release Mount is not compatible with the Primary Arms SLx 3X MicroPrism.

The Trijicon Compact ACOG Quick Release Mount (MPN:AC12035) has a distance From the Top of Mounting Rail to Optical Axis of 0.930", while (MPN:AC12034) has a distance of 1.305".

Which height for a SCAR 17?

The height of the mount will depend on the model of ACOG you are using. You would need the same height as an AR-15, so if your ACOG has a lower under-lug, you would need the taller mount, while if you have the higher under-lug on your ACOG, you would need the low mount.

Which of these would be more appropriate for a mini 3x30 ?

Either will fit the 3x30 ACOG, which height you need will depend on your application. If you are using this on an AR-platform or similar firearm, you will want the higher version.
