Each hashmark is 1 MOA apart for the Trijicon AccuPoint TR-29/31 4-16x50mm Rifle Scope, MOA Reticle. So the elevation marks could be used for holdovers.
The Trijicon TR29 AccuPoint is completely battery free. The "always on" reticle illumination source is provided by tritium/fiber optic in the upper housing near the eyepiece lens, and it automatically adjusts to the ambient lighting conditions. There is no use of CR2032 or any other battery with this optic.

You would need this objective cap: https://www.opticsplanet.com/butler-creek-flip-open-scope-covers.html?_iv_size=40 and this eyepiece cap: https://www.opticsplanet.com/butler-creek-eyepiece-flip-open-scope-covers.html?_iv_size=13
This scope has a minimum parallax of 10 yards, so it will work at any distance from 10 yards and beyond. The base 4x magnification is low enough to work at those distances.
