Since one review said this product can work its way lose, I must presume it does not use the guns reciever pins tp install. Just how dles it attach ?

The mount does use receiver pins to hold it in place. This is direct form their website:

"The ExoMount also comes packaged with captured receiver pins."

It really depends on how well the mount is installed that determines whether or not it will works itself loose.

Does it come with some sort of material to protect the finish of the gun, or is it straight up metal on metal?

The mount will be metal on metal. If you wish to line it with something you can do so, but the mount is meant to fit up directly to the receiver.

Will it work for the H&R Partner?

This saddle mount is designed for 12 Gauge Remington 870's. The H&R Pardner pump is an 870 clone, however not all accessories are interchangeable. As it is not an exact clone we can not guarantee it will fit.
