what's the difference between the 66 model and 67 model except for $15?

The only difference is the packaging they come in, TG8385BN comes in a box while TG8385B comes in clear plastic clamshell packaging.

will it work on hi point c9?

The TruGlo Red-dot Dual, Red-Green Sight 5 MOA Dot is not compatible with the Hi-Point C9. This optic requires a picatinny rail in order to mount to a firearm.

No, this requires a weaver or picatinny base.

Is this too bulky for offset on ar 10?

It should work in an offset position, however it would depend on what other accessories it is being used in conjunction with.
