Does the reticle have to have batteries to see the crosshairs

No, the TruGlo Range Rover Whl 2Dot Power-Dot uses laser engraved reference markings for windage and elevation as well as a black circle reference. Batteries will supply illumination to the center dot within the black circle reference.

The second dot is a distance dot. It is sighted at 30 yards (on my bow) farther than the center dot

Yes, it should as long as that bow accepts standard bow sights. That is something you will need to verify with the manufacturer of the bow.
