Will this work with on a 16 inch carbine length .300 aac black out?

Yes, this is a standard carbine length buffer compatible with any carbine length receiver extension and spring. The weight selection itself H1 vs H2 vs H3 would depend on other variables such as adjustable gas block, suppressed shooting, and ammo selection.

Will this work in a CMMG banshee mkgs 9mm

You could use the 5.3oz. V Seven Enhanced Teflon Coated Buffer with a pistol 9mm setup. Typically, 9mm builds will use a buffer that varies from 5.0 - 8.5 oz depending on the specific setup. So the 5.3oz. buffer should work just fine, although I would recommend using the ODIN Works 9mm Adjustable Buffer which will allow you to tune the weight from 5.4oz - 7.4oz to allow you to find the perfect weight for your setup. You can find that buffer using the following link:

Will the H3 work in a rifle length buffer system?

You will need some type of spacer for it to work in a rifle length buffer tube since these are for carbine length buffer tubes.
