No. The NcSTAR AR-15 Picatinny Handguard Rail is tapered to match the handguard taper of the standard GI carbine and M4 handguards, it will not fit your 37mm flat launcher.

It MIGHT allow you to mount the launcher to the M4 handguard, and the rail itself may be strong enough, but the weight and recoil of the launcher might be too much for the plastic handguard. Also, the launcher may wobble a bit due to the slop in the M4 handguard design. These rails are good for lights and bipods, satisfactory, but not ideal for vertical grips, and not good at all for lasers (unless you don't care about holding zero) due to the movement of the handguards themselves.
